How to create accounts with different permissions

Administrators can perform the following tasks in the User Management module:

• Create user accounts;
• Assign roles to users (e.g., administrator, regular user, reviewer, etc.);
• Each role has different access and operation permissions
• Support custom roles and permission combinations.
